Short Position Description
The City is seeking a dynamic Human Resources Manager who will be creative, collaborative, personable and professional, with a willingness to proactively address issues. The City desires a candidate who has demonstrated expertise in the field of human resources administration and risk management. The Human Resources Manager must be an active change agent, willing to adapt and evolve to improve processes, methods and results.

This position reports to the Deputy Director of Human Resources/Risk Management. Under general direction, the Human Resources Manager plans, develops, directs, and manages the activities and operations of the Human Resources/Risk Management Department. Areas of responsibility include classification and compensation, recruitment and selection, employee benefits administration, employee and labor relations and negotiations, policy development, training, and conflict resolution. Additionally, the position oversees the Risk Management program including workers' compensation, claims administration; claims investigation and evaluation, provides training on risk management to City departments to minimize risk and safety exposures; and assists with the City’s participation in the Joint Power Authority (JPA).

Long Position Description:

ESSENTIAL DUTIES:

  • Plan, manage and direct the activities, operations and staff in the Human Resources/Risk Management Department. 
  • Participates in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
  • Conducts and implements classification, reclassification, and organizational studies; evaluates and determines appropriate classifications and structures; prepares written reports and recommendations; develops new and revises existing classification specifications.
  • Oversees and participates in providing assistance with employee relations issues; consult with managers and employees regarding the interpretation of personnel practices, policies, and procedures including related laws and regulations; provides information and assistance to departmental personnel regarding employee evaluations, disciplinary actions and other employee relations issues.
  • Participates in the negotiation of labor agreements; conduct analysis and costing; implements terms and conditions of labor agreement; provides City staff with an accurate and consistent interpretation of the intent of labor agreement provisions; participate in meetings with labor representatives to discuss operating changes that may impact bargaining units.
  • Oversees and/or administers the City’s Drug and Alcohol Testing program, Department of Motor Vehicle (DMV) Pull Notice Program, and Commercial Driver’s Licensing program. 
  • Oversees and manages the City’s Risk Management function including managing workers’ compensation claims; coordinates claims with third party administrator; assists with the investigation of questionable cases; conducts risk assessments, manages safety and risk management training; coordinates with third-party administrator to ensure the proper and efficient handling of claims, reviews agreements and contracts for appropriate coverage, reviews certificates of insurance and related documents.
  • Coordinates the return-to-work and ADA compliance programs and provides assistance and information to employees and others in this area.
  • Prepares a variety of agenda reports and resolutions for City Council consideration and attends council meetings as needed. 
  • Develops oral presentations as required; updates and revises written directives, rules, and regulations and various handbooks as appropriate. 
  • Assists in the preparation and administration of the department budget; establishes and maintains departmental budgetary controls; develops reports and evaluates programs for operational effectiveness. 
  • Selects, trains and evaluates personnel; schedules workflow; supervises, directs and evaluates staff; reviews and evaluates the current programs and recommends current and future staffing needs. 

Additional Information

EDUCATION AND EXPERIENCE REQUIREMENTS
Education: A Bachelor’s degree in business administration, public administration, psychology or related field with course work in human resources is required.
 
Experience:  Five (5) years of progressively responsible specialized, risk management and human resources professional level experience including: classification, recruitment, selection, benefit administration, workers’ compensation, risk management, wage and salary administration, or other major human resources functions and two (2) years of lead or supervisory experience.  Public sector experience, Tyler Munis Software HRIS Systems, NEOGOV, and other Human Resources Software applications experience is highly desirable.  
 
CERTIFICATES OR LICENSES
Must possess and maintain a valid California Class C driver’s license, acceptable driving record, and evidence of insurance are required.

Physical Demands
While performing the duties of this class, the employee is constantly required to sit, and occasionally to stand and walk; to occasionally stoop, bend, kneel, crouch, reach, and twist. The employee must be able to verbally communicate to exchange information. The employee must be able to operate standard office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard; and reach with hands and arms above the below shoulder level. The employee occasionally lifts and carries records and documents typically weighing less than 20 pounds.
 
Specific vision abilities required by this class include close vision and the ability to adjust focus.
 
Mental Demands 
While performing the duties of this class, the employee is regularly required to use oral and written communication skills, read, and interpret data. Thoroughly analyze and solve problems; exercise sound judgment in the absence of specific guidelines; use math and mathematical reasoning; establish priorities and work on multiple assignments and project concurrently; meet intense and changing deadlines given interruptions; and interact appropriately with staff, management, city officials, contractors, public and private representatives, and others in the course of work.
 
WORK ENVIRONMENT
The employee frequently works in office conditions where the noise levels are usually moderate, at or below 85 decibels. The employee may attend City council meetings, city events, and other functions, including functions being held during evening and weekend hours.
